SALARY:                      $5,314 - $6,592 per month (DOQ) plus benefits

DEPARTMENT: Administrative Services - Information Services Division

JOB SUMMARY:   Under the direction of the Chief Information Officer, perform a wide variety of intermediate to advanced geographic information systems (GIS) analytical and geo-processing functions.  Responsible for coordinating the City's GIS system and its day-to-day operation.  The GIS Analyst performs technical consultation for GIS users including non-technical employees and is responsible for documentation and ensuring the integrity of the City's GIS data.   

REPRESENTATIVE DUTIES:

·         Responsible for the coordination of the City's GIS system, including helping in the development and maintenance of data and infrastructure to support GIS applications in order to meet the needs of various City departments and ensure data quality and integrity.  Evaluate current and future needs and make recommendations on the direction of GIS technology and efforts.       

·         Serve as the principal liaison between GIS functions and the users.  Solicit input and feedback from users.  Communicate with City departments, outside agencies, vendors and consultants to coordinate activities, exchange information and resolve GIS-related issues and concerns.  Communicate with the public, respond to map and data requests, and resolve GIS related questions and concerns.  Help to improve GIS public service delivery and increased public access to GIS information on the City's website.

·         Assist in the development of programs to automate routine processes and repetitive quality assurance/quality control (AQ/AC) tasks; verify attribute data through consistent quality control checks.

·         Assist in the development of GIS application procedures and programs as required.  Test procedures and programs and correct deficiencies to ensure that desired results are achieved.  Design, prepare and coordinate logical data models, definition structures, standards, procedures and documentation for the database system.  Research and make recommendations on application development software and components that support GIS. 

·         Perform advanced GIS analytical and geo-processing functions including input, editing, manipulation, management, analysis and output of spatial and tabular data sets.

·         Generate and maintain metadata for spatial data, including attribute definitions and spatial reference systems. 

·         Refine feature attribute or tabular data describing map features to better meet the needs of various departments.

·         Responsible for integrating a variety of databases for use with the GIS system.  Define, develop, modify and maintain databases and files to support GIS software application programs.  Assist others in identifying database requirements and develop standards for technical implementation.  Develop, coordinate and maintain an applications dictionary and procedures for data and map integration.

·         Prepare written reports and documentation describing application procedures, data requirements, software functions, and work to be performed or completed.

·         Operate GIS computer equipment including workstations, plotters and printers, as required.

·         Facilitate preparation of displays and exhibits for meetings and events.  Design and produce complex cartographics using GIS data and graphic design tools.  Review and update existing maps according to established procedures.  Distribute updated maps and GIS datasets to outside agencies as requested.  Explore new computer cartography techniques for improved representation of information, including advances in computer graphics technology for 3D data display and interactive cartography on the Web.

·         Regularly maintain the City's GIS datasets; complete and update existing feature layers and develop new feature layers as needed; collect, input, edit and verify data; produce and analyze output. 

·         Generate reliable information products in response to internal and external requests.  Provide high quality customer service and support for users and potential users of the system.  Provide procedural information, technical guidance and support to assist users and potential users of the system.  Assist with training of City staff in the use of GIS software and related equipment. 

·         Perform related duties within the scope of the classification.

KNOWLEDGE & ABILITIES:

KNOWLEDGE OF:

• Advanced GIS concepts, geo-processing functions and techniques, spatial database management procedures, and graphic display of spatial information.
• Principles of geography including coordinate systems, spheroids, projections, and units of conversion for the integration of data of various types. 
• GIS hardware, software and related peripheral equipment, use of reference manuals and other documentation.
• Principles and practices of GIS database development and maintenance and use of the geodatabase model. 
• Relational database management systems - SQL and Geodatabase.
• GIS applications related to land use planning, public works and emergency management.
• GIS application design concepts, procedures and techniques; working knowledge of GIS design tools such as CASE tools, Visual Basic and Map Objects.
• The Structured Query Language (SQL) and its applications with GIS analysis and application development.
• Project management principles and organizational skills to organize and schedule work plans and assume responsibility for meeting deadlines.
• Metadata generation and maintenance.
• Principles and practices of cartographic design and production; ability to translate project goals into appropriate map displays.
• Research methods, data collection and statistical analysis.
• Recordkeeping techniques.

ABILITY TO:

• Use ESRI GIS software including Arc Info, Arc View, ArcSDE, for analysis and mapping.
• Use Cartegraph Software and its GIS integration for Asset Management, Cartegraph Mobile, and Work Flow Management.
• Independently assess and solve software management problems.
• Read, understand, and apply information from technical manuals and procedures.
• Apply methods and techniques of software installation, setup and upgrading.
• Document methodology and prepare clear and accurate reports.
• Plan and organize work to meet schedules and timelines.
• Work effectively on several projects concurrently and complete work with many interruptions.
• Communicate technical ideas effectively with technical and non-technical users both orally and in writing.
• Develop and maintain effective working relationships with clients, vendors and co-workers.
• Function effectively as both a team member and a team leader.
• Working independently with little supervision.

EDUCATION AND EXPERIENCE:

• Bachelor's Degree with coursework in GIS, cartography, geography, or related field.
• A minimum of two (2) years of GIS experience is required.  Municipal GIS experience desired.
• Current experience and proven proficiency in the use of ArcGIS software and relational database.
• Current experience and proven proficiency in the use of Cartegraph software and its integration with ESRI and relational databases.
• Proficiency in scripting or programming language in support of GIS.
• Experience in XML, Java and HTML preferred.
• Experience in user application development preferred.
• Experience in managing and building geodatabases preferred.

LICENSES AND OTHER REQUIREMENTS:

·         Valid Washington State driver's license.

·         A five-year driver's abstract (driving record) is required for this position, to be submitted with the application packet.
